Thornbury 'Sort It' Centre definitely off limits to Gloucestershire residents

In 2016 South Gloucestershire Council introduced restrictions which prevent any non-South Gloucestershire residents from accessing South Gloucestershire Council 'Sort It' recycling centres. This has impacted Gloucestershire residents living in the bordering area of the county, for whom Thornbury 'Sort It' centre was their most convenient and accessible site.

Gloucestershire County Council (GCC) has been in discussion with South Gloucestershire Council in order to understand the issues and explore potential solutions whereby Gloucestershire residents could access this site. Whilst South Gloucestershire Council is not opposed to allowing access to Gloucestershire residents, this would be on the understanding that any solution would be facilitated, implemented and financed by GCC. The implications of this are several:

The cost of providing access would need to be met by GCC. These costs would include a site access charge per visit and the costs of developing and operating an IT system for registration and payments. Whilst actual costs will vary with demand, they are unbudgeted, and at a level estimated to be in excess of £70k per year this presents itself as unaffordable.

South Gloucestershire Council would require GCC to maintain the registrations, ensuring that these are updated as details change over time. GCC would also be asked to take responsibility for communicating and enforcing site rules and access policies amongst its residents, ensuring that residents in restricted or banned vehicles adhere to the rules. The resources required to maintain the ongoing administration of this additional function are not available within the Gloucestershire joint waste team.

It is therefore not possible for GCC to facilitate access Gloucestershire residents, and a decision has been taken to maintain the existing arrangements.

HRCs within Gloucestershire will of course remain accessible to all Gloucestershire residents, the nearest being Pyke Quarry (Horsley) and Hempsted (Gloucester).
